Car blocking from one road into another road.

Hello all
So on the 12th of July 7:43 pm as I noticed an incident of people using bike lines as a parking spot, as I was walking rather than cycling I took a photo ( he was blocking both the cycling Lane and the pavement on royal college street. Luke Sent from Luke Pearson's IPhone

When the vehicle is 'branded' you can Google for the company and then write to them, giving them location, date, time, and have a go at them about it. What is their policy? Will they re-train the driver etc. I've used this technique with idling vehicles and have had a number of successes, based on the subsequent email correspondence, at least.
