When the vehicle is 'branded' you can Google for the company and then write to them, giving them location, date, time, and have a go at them about it. What is their policy? Will they re-train the driver etc. I've used this technique with idling vehicles and have had a number of successes, based on the subsequent email correspondence, at least.
